New development increasingly consists of higher density urban infill or redevelopment, in established urban areas. There is often public resistance to such development, through regulatory proceedings and litigation, if it is perceived as changing existing neighborhood character or failing to benefit existing residents. San Diego Development Services Director Robert Vacchi, former San Diego Planning Commissioner Patricia Butler, Sudberry Properties executive Marco Sessa, and land use attorney Cary Lowe will discuss the regulatory challenges for planners, developers and attorneys in connection with development in urban locations, and means of addressing those challenges.
