Habitat Conservation Plan Specialist / Principal Program Manager
Annual salary: $105,000 – $125,000

The Santa Clara Valley Habitat Agency (“Agency”) is a joint powers agency formed in April 2013 by the County of Santa Clara, the Santa Clara Valley Transportation Agency, the Santa Clara Valley Water District, and the cities of San José, Morgan Hill and Gilroy to adopt a Habitat Conservation Plan and Natural Communities Conservation Plan. The Plan provides a framework for promoting the protection and recovery of natural resources, including endangered species, while streamlining the permitting process for planned development, infrastructure, and maintenance activities.

Reporting to the Executive Officer, the Habitat Conservation Plan Specialist/Principal Program Manager’s primary responsibility is supporting the Executive Officer in the implementation of the Habitat Plan. Ideal candidates possess a thorough knowledge of conservation planning, conservation biology, open space and agricultural lands acquisition, permit compliance, landscape ecology, restoration ecology, and an understanding of land use planning processes and zoning regulations. A Bachelor’s degree and at least ten years of progressive work history in some combination of natural resource protection, real estate transactions, conservation lands stewardship and law, particularly as it pertains to natural resource protection are expected. A Master’s degree and at least five years in a management role are preferred.
