LAND USE/ENVIRONMENTAL PLANNER I
Land Use/Environment Option AND Geology Option

PER COUNTY RULES, THIS POSITION IS ELIGIBLE FOR APPOINTMENT AT STEP 1, $54,059.20 ANNUALLY. COUNTY EMPLOYEES ARE SUBJECT TO THE COUNTY PROMOTIONAL RULE FOR STEP PLACEMENT IN ACCORDANCE WITH COMP ORD 1.3.5.

The Position:

Land Use Option:
The selected candidate(s) for the Land Use/Environmental Planner I – Land Use/Environmental Option will prepare environmental impact reports, initiate studies and environmental reports, and provide responsive and high quality service to County employees, representatives of outside agencies, and the general public. The selected candidate(s) will also independently process projects/tasks characterized by having moderate public controversy, such as use permits, site plans, minor deviations, variances, administrative permits, boundary adjustments, tentative parcel maps; or policy and ordinance changes. The selected candidate(s) may also assist higher-level environmental planners with the processing of projects/tasks characterized by having significant public controversy and amendments to the General Plan, ordinances, and policies.

Geology Option:
Land Use/Environmental Planners under the Geology Option will provide technical expertise in the field of geology, advise on the protection and proper use of geologic resources, and review projects to identify geologic issues and technical reports.The selected candidate will independently process projects/tasks characterized by having moderate public controversy, such as use permits, site plans, minor deviations, variances, administrative permits, boundary adjustments, tentative parcel maps; or policy and ordinance changes. The selected candidate may also assist higher-level environmental planners with the processing of projects/tasks characterized by having significant public controversy and amendments to the General Plan, ordinances, and policies.

Minimum Qualifications:

1. Land Use Option: A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in city and regional planning, urban planning, landscape architecture, architecture, geography, archeology, biology with a concentration in wildlife and/or botany; geology; or any one of the following life and physical sciences, geography with a concentration in conservation of environmental quality, natural resources or physical geography, ecology; zoology; engineering with an emphasis in acoustics or environmental management, environmental science or a related field, AND one (1) year of progressively responsible professional level experience performing environmental analysis, planning, research, data analysis, computations, and preparing and presenting reports and graphics as it relates to land use/environmental planning.
Geology Option: A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in Geology, geography with a concentration in conservation of environmental quality, natural resources or physical geography or environmental management, AND one (1) year of professional level geological experience as it relates to land use/environmental planning. Experience must have been at the level equivalent to a Junior Land Use/Environmental Planner within the County of San Diego; OR,

2. A master’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in one of the fields stated above. No experience required; OR,

3. One (1) year of experience as a Junior Land Use/Environmental Planner with the County of San Diego.

NOTE: Professional level land use/environmental planning experience in a public or private agency may substitute for education on a year for year basis, for up to two (2) years of the education requirement. Degree must be from a U.S. accredited college or university, or certified equivalency for foreign studies must be provided.
