Job Description:

Purpose of Position:

Position offers volunteer interns an opportunity to gain hands-on experience with the day-to-day operations of the Planning Division at the City of Poway. In addition, volunteer interns will assist with special projects related to, but not limited to, conducting research on land use regulations, preparing for public meetings and working collaboratively with multiple divisions within the Development Services Department.

Functions of Agency/Department:

The Development Services Planning Division works cooperatively with residents in assisting with the public and private property permit process. The Planning Division includes advance planning and current planning.

Advance planning is responsible for conducting environmental reviews of both private and public projects in accordance with the California Environmental Quality Act (CEQA) and for maintaining policy/regulatory documents, such as the City  Specific Plans and the General Plan including the Housing Element and Safety Elements which the internship may have a focus on. Current advance planning projects include Municipal Code updates including Zoning Ordinance updates.

Current planning is primarily responsible for day-to-day operations of the front counter and reviewing planning aspects of proposed development and land use projects within the City. Current planning projects offer interns the opportunity to assist with special projects related to public counter assistance, zoning and building plan checks, processing discretionary applications and research of land use and building codes for code enforcement.

Intern Duties/Responsibilities:

Volunteer interns will assist with projects related to their majors/areas of interest. Projects are developed in collaboration with an assigned mentor/supervisor or directly with management. Examples of potential projects include: Conducting analysis related to a current procedure/policy and recommending improvements; participating in case study research; preparing brochures or other materials to improve public information/customer service; conducting research for subject-matter expert staff and assisting with public outreach events to increase awareness of services and projects.

Skills, Training or Qualifications:

The most essential qualifications for this volunteer internship are a positive attitude and a willingness to learn new procedures and information in order to provide better service to customers. Basic computer skills are essential, including knowledge of Microsoft Word, Excel and Powerpoint. Knowledge and experience with GIS is preferred.

Educational Requirements:

Position is best suited for undergraduate- or graduate-level college students or recent graduates with backgrounds or interests in City, Urban or Regional Planning; Land Use Management; Architecture; Public Administration; Political Science; Environmental Science; Geography or related fields.

Time Commitment:

Position requires 10 – 40 hours per week for 4 – 6 months. Hours must be scheduled and agreed upon with the supervisor. Applicants able to schedule the maximum hours/duration listed for this internship typically gain a more in-depth experience.

Benefits Available to Intern:

Although this is an unpaid volunteer position that does not lead to paid employment or include employee benefits, volunteer interns will gain valuable skills and knowledge by participating in a variety of projects. They will gain experience in their fields of interest and enhance their personal and professional development.
