Job Description:

The City of Anaheim Planning & Building Department seeks a dynamic and innovative Planning Services Manager to lead, motivate, and manage the City’s Planning Services Division.  The Planning Services Division consists of highly dedicated, effective and team-oriented staff which need the right leader to provide the mentorship and vision to ensure continued success.  The ideal candidate will be an innovator and technically sound, being able to consider issues at both micro and macro levels.  The Department is seeking a person who likes to collaborate with staff, is approachable, likes working in a team environment, and is open to the ideas of others in seeking optimal outcomes.  The Planning Services Manager will oversee all aspects of planning, including environmental/land-use laws, advanced planning, current planning, and the public counter.

Candidates must possess at least six years of increasingly responsible current and advanced planning experience from a municipal planning department including two years of administrative and supervisory responsibility.  A Bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, public administration, or a related field is required.  Ideal candidates will have supervision over multiple areas such as advanced planning, current planning, and public counter.  Registration as a Certified Planner by the American Institute of Certified Planners (AICP) is desired.

 

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Assume management responsibility for assigned services and activities of the Planning Services Division including current planning, advanced planning, and public information services.

Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs including General Plan development and other related advanced planning functions such as annexations, regional planning and demographics, zoning plan check functions, and the administration of the City’s zoning codes and other related current planning and zoning activities; recommend and administer policies and procedures for the public counter.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

Plan, direct, coordinate, and review the work plan for planning staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Select, train, motivate, and evaluate planning personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Oversee and participate in the development and administration of the division’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.

Review and establish departmental recommendations regarding development applications processed by the Planning Department.

Establish schedules and methods for the uniform and consistent application of the City’s planning and zoning codes, design standards, and related activities.

Direct, supervise and coordinate activities associated with the General Plan and major development projects within the City; oversee and direct special studies; prepare reports related to the General Plan, demographics, annexations, environmental assessments, transportation and other subjects.

Negotiate with developers and landowners on development projects and development agreements; act as Development Coordinator for complex and sensitive development projects; oversee the coordination and processing of major projects including large and complex development proposals.

Act as staff representative to the Planning Commission at all City Council and Planning Commission meetings; ensure proper implementation of procedures, processes and regulations relative to Planning Commission duties and responsibilities and compliance with state regulations relative to public hearings.

Recommend revisions to City ordinances and codes related to land use and zoning issues; oversee the implementation of new ordinances and planning policies.

Serve as a liaison for the Planning Division with other departments, divisions and outside agencies; negotiate and resolve significant and controversial land use issues; chair Recommendation Committee for land use requests.

Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.

Provide responsible staff assistance to the Planning Director; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to planning programs, policies, and procedures as appropriate.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of zoning and urban planning; incorporate new developments as appropriate.

Oversee and provide executive leadership in the preparation of agenda reports for the Planning Commission packet and ensure reports and recommendations are consistent with the Department’s high standards.

Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Perform related duties as required.

 

Qualifications

Experience and Education: Six years of increasingly responsible current and advanced planning experience including two years of administrative and supervisory responsibility supplemented by a Bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, public administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Operational characteristics, services, and activities of current and advanced planning programs; principles and practices of zoning and planning; principles and practices of program development and administration; principles and practices of regional planning, transportation planning, intergovernmental relations; computer applications related to planning, zoning, Geographic Information Systems (GIS) and subdivisions; principles and practices of negotiation and contract administration; annexation procedures; principles and practices of municipal budget preparation and administration; principles of supervision, training, and performance evaluation; pertinent federal, state, and local laws, codes, and regulations including the California Environmental Quality Act (CEQA), the Subdivision Map Act, the Brown Act, and state zoning laws; and City and state requirements related to the General Plan.

Ability to: Oversee and participate in the management of a comprehensive planning and zoning program; oversee, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; participate in the development and administration of division goals, objectives, and procedures; prepare and administer large program budgets; prepare clear and concise staff reports and administrative and financial reports; read and interpret architectural plans and blueprints; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; research, analyze, and evaluate new service delivery methods and techniques; interpret and apply federal, state, and local policies, laws, and regulations; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of an appropriate, valid driver’s license.

Possession of registration as a Certified Planner by the AICP is desirable.
