Planning Technician I – $47,212 – $61,601 (Steps 1 through 10)
Planning Technician II – $53,048 – $69,215 (Steps 1 through 10)

The City of San Marcos Development Services Department has an exciting opportunity for a Full Time Planning Technician in the Planning Division. The full time benefits associated with this position can be found by clicking on benefits tab above. The Development Services Department provides a one-stop-shop for private development projects. The Department handles everything from project entitlement approvals to construction permits and serves to address violations of the City Ordinances related to land use and development. The ideal candidate must have strong communication and analytical skills and be able to perform assigned tasks with high degree of competency. Under general supervision, performs a variety of technical and customer service work related to current planning. This position is first point of contact for the Planning Division as it relates to in person contact at the public counter and assisting with inquiries via phone and email. Positions assigned to this class require technical planning knowledge, skills, and abilities acquired
through experience, and require the ability to work independently, exercising judgment and initiative while assuming more difficult tasks under direct supervision. This class may be distinguished from the next higher class of Assistant Planner by the level of difficulty and complexity of work performed, and the commitment of time to providing information to the general public.
Positions at the Planning Technician II level are normally filled by advancement from the Planning Technician I level after gaining the knowledge, skill, and experience which meet the qualifications for
and after demonstrating the ability to perform the work of the higher-level class. When filled from the outside, the employee is required to have prior related experience that allows the employee to meet the qualification standards for the Planning Technician II level.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Provides information and service to the general public and developers at the development services counter, over the telephone, in the field, or in writing on planning related processes, issues, and regulations related to zoning and subdivision regulations, general plan, land use, and city procedures; explains City procedures for filing/processing planning applications. Responds to inquiries and participates in the processing of use permits, variances applications,and minor land development applications; accepts planning applications, enters information in
tracking software and collects fees. Reviews projects and plan checks sign, building, landscape plans for conformance with City’s Zoning standards and General Plan policies. Assists planning project managers with a variety of planning related data for reports and studies; assists in gathering and tabulating data on population, land use, subdivision, and community
design. Researches City records related to planning applications and functions; and coordinates with other City Departments in preparation of maps/exhibits. Conducts field inspections for permit approvals and compliance with zoning regulations and codes. Prepares resolutions and presentations for minor discretionary applications. Prepares a variety of maps, charts, and other graphic representations and presentations including
illustrations, photographs, and other planning exhibits; prepares PowerPoint presentations. Reads and interprets maps, engineering and architectural drawings. Performs other related duties as required.
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Methods, practices, techniques, and instruments used in drafting; skills related to the design and layout
of development plans; some knowledge of the principle and practices of municipal planning; organization and functions of the various agencies involved in the planning process.
Ability to: Read and prepare maps, sketches, charts, graphs, and other graphic representations to be used for illustration in reports and for display at public hearings; understand and carry out oral and written directions; properly interpret and make decisions in accordance with laws, regulations, and policies; enforce appropriate codes and regulations with firmness and tact; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; demonstrate an
awareness and appreciation of the cultural diversity of the community; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
An Associate’s Degree from an accredited college or university with major course work in urban planning, community development, geography, public administration, or a related field.
Three years of responsible technical experience in an Engineering, Planning, or Community Development office. Public contact duties involving development processing, building, or engineering in a public agency setting is preferred. College courses in Planning or related field may substitute for one year of experience.
