Circulate San Diego is hiring to fill the full-time position of Program Manager. The Program Manager is responsible for developing, designing, implementing, and effectively managing community-based active transportation projects such as Safe Routes to School. This position ensures that all projects are delivered and completed on time, on budget, and to agreed quality standards. The Program Manager oversees a staff of four and works closely with the Grant Writer to develop funding proposals.  The Program Manager works closely with school systems, public officials, community groups, and decision makers in local government to carry out projects that increase active transportation, improve safety, and promote more walkable, bikable, and transit-friendly neighborhoods.

The successful candidate for this position will have a master’s degree from an accredited university in planning, transportation, public administration, or a related field of study. The ideal candidate will have at least five years’ experience in Safe Routes to School programs, the delivery of government contracts, writing successful grant proposals, working at the grassroots level with neighborhood groups, and carrying out public policy advocacy. Other desired qualities include bilingual verbal and written fluency in English and Spanish, as well as proficiency in using MS Office suite, email, the internet, and GIS ARCView software. Strong time-management, interpersonal, written, and oral communication skills are also essential.
