The County of San Diego has current openings for Project Manager in the Department of General Services’ Project Management and Asset Management Divisions.
The Project Management Division is responsible for the design, construction, and remodel of County owned buildings and structures. The Project Management Division creates cross-functional teams for its projects by including internal clients, community stakeholders, other County departments, contractors, consultants and/or jurisdictional agencies. Primary acquisition strategies utilized for construction include Design-Build, Construction Manager at Risk (CMAR), and Job Order Contract (JOC.) This position will work independently with clients, consultants, and project teams to: develop statements of work; obtain consultants to design or create Owner Design Criteria and project requirements; prepare procurement documents and manage the contractor selection process; communicate with all stakeholders; and manage project execution, including contract administration, through commissioning.
The Asset Management Division is responsible for managing the County’s real estate portfolio, and for developing the County’s strategic facility plan and individual project planning (including environmental analysis, obtaining entitlements, conceptual site planning, etc.) leading to the approval of funding for implementation. This includes developing high-level strategies in response to emerging County programs, as well as the development of the Capital Improvement Needs Assessment and Major Maintenance Implementation Programs. This position will work independently with clients, consultants and project teams to prepare analysis, conceptual plans and cost estimates. The Project Manager will integrate data from various sources in order to develop, monitor and update enterprise-wide facility plans, including the County’s long-range Capital and Major Maintenance programs.
The ideal candidate for the Project Management Division position will have experience as a project manager, design or construction professional, or facilities planner with detailed involvement in the following areas: development of client needs, planning documents, design plans, specifications, scheduling and cost estimates, pre-award construction documents, and contract administration through commissioning of multidisciplinary facilities ranging between $5M and $50M.
The ideal candidate for the Asset Management Division position will have experience as a project manager or facilities planner, preferably in the public sector, with involvement in the following areas: space planning, assessing facility needs and developing responsive programming documents, preparing program plans and budgets, and developing materials and recommendations for decision-makers.
Both positions require candidates to have strong analytical and communication skills, oral and written, and fully-developed soft skills, including political acumen, the ability to build consensus within both small and large team environments, a willingness to initiate process improvements, and commitment to improving performance and client service. An understanding of entitlement processes and CEQA is preferred.
1. A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency in city/regional planning, architecture, engineering, construction management or a closely related field; AND two (2) years of professional-level project management experience performing development planning, research, data analysis, computations, project coordination/management, grants management, or management support activities in architecture/construction, OR
2. Six (6) years of professional-level experience in the construction industry as a superintendent or manager of multi-trade construction projects in the performance of general construction and or specialized construction with projects valued at more than $1,000,000
