Regional Energy and Climate Change Planning
SANDAG recognizes the importance of energy and climate change planning to regional goals for improved quality of life and sustainable development, and the strong nexus among energy and climate change issues and land use and transportation planning. The region’s policymakers have adopted a proactive and industry-leading approach to this important program area.
Through close collaboration with member agencies and San Diego Gas & Electric (SDG&E), the Regional Energy and Climate Change Planning team supports energy and climate change planning at the local and regional levels through initiatives related to energy efficiency, transportation, zero emission vehicles, renewable energy, and climate change adaptation. The team oversees programs that deliver technical services, analysis, and data monitoring in support of local and regional energy and climate change planning, and participates in various collaborative regional planning activities related to energy and climate change, including the SANDAG Regional Energy Working Group.
Regional Energy/Climate Planner Role
Working in collaboration with member agencies, SDG&E, and other stakeholders, the person selected for this position will assist with local energy/climate planning and activities to reduce energy and/or greenhouse gas (GHG) emissions.
This is a Limited-Term employment opportunity and is expected to be funded through December 2020. Limited-Term employees are considered to be “at-will” and receive many of the benefits of Regular employees.
This position is ideal for a planning professional with a strong interest in furthering their expertise in regional land use and transportation planning with a focus on climate change and energy planning. We anticipate significant career development will occur while working on the types of duties and responsibilities described below and through mentoring and close collaboration with senior staff. Examples of primary responsibilities include:
- Provide technical support for the Energy Roadmap program for local governments; participate in project outreach and project implementation activities, and coordinate efforts among SANDAG staff, member agencies, utilities, and contractors; evaluate member agency policies and projects with regard to their energy and/or climate impacts; and monitor the overall use and effectiveness of the program.
- Support collaborative efforts related to Energy Roadmap implementation; provide support for quarterly meetings with staff from member agencies; identify and suggest potential, relevant climate initiatives for member agencies to consider as part of their local plans; assist with implementing energy roadmaps, climate action plans, or similar local sustainability plans; and support member agency participation in energy efficiency, renewable energy, and clean transportation programs.
- Participate in the development and implementation of long range sustainability plans that follow California’s loading order and support GHG reduction goals; review and analyze current or proposed actions to determine possible impacts on the region; draft policies and strategies for consideration by regional and local decision-makers; and identify and monitor performance indicators.
- Participate in the implementation of the Regional Energy Strategy and Climate Action Strategy; conduct research on climate change adaptation and mitigation measures; and assist with formulating planning and policy methods for reaching a GHG emissions reduction target.
- Research, collect, and compile data from a variety of sources; analyze data and perform statistical computations to identify trends; prepare tables, graphs, and charts to display information for written reports and presentations; and assist with development of creative, interactive data displays.
- Assist with the preparation of written, oral, and visual reports and presentations to the SANDAG Board of Directors, Policy Advisory Committees, member agencies, community groups, private organizations, and members of the public.
- Assist with the development of project plans, budgets, schedules, and deliverables; prepare requests for proposals (RFPs), scopes of work, participate in the selection of consultants; support the monitoring of consultants and ensure projects are completed on schedule and within the prescribed budget, and at a consistently high level of quality; maintain grant or contract files and prepare project status reports.
Experience and Qualifications
Numerous factors contribute to an individual’s ability to be successful in any given role. For this position, we are searching for a candidate with an aptitude for analytical thinking and problem solving who is organized, flexible, and can be relied upon to meet deadlines while working on multiple projects. Excellent communication skills, the ability to work collaboratively, dynamic and strong interpersonal skills, and the use of sound judgment are important.
The minimum education, training, and experience qualifications include a bachelor’s degree with major course work in regional or urban planning, climate change or energy policy/planning, environmental sustainability, economics, public/business administration, or a related field and one to four years of recent work experience in the field of sustainable energy or climate change planning. A Master’s degree is desirable.
The following information describes the specific types of career experiences that are most relevant to this position may include:
- Familiarity with the principles, current trends and issues related to comprehensive regional and local planning, particularly in the areas of climate change, energy, alternative fuels, public facilities, environmental planning, transportation and land use planning, and related fields.
- Knowledge of federal and state laws, regulations, and requirements pertaining to energy and climate change policy, including the California Environmental Quality Act (CEQA); familiarity with current political trends related to these areas is desirable.
- Experience participating in technical research and planning studies, evaluating alternatives, and preparing draft policy recommendations for decision-makers; experience collecting, compiling, and analyzing data from a variety of sources for use in planning programs and projects.
- Experience providing support for committees and/or working groups, including assisting with the preparation of agendas, reports, and meeting summaries.
- Experience participating in public outreach efforts to inform, educate, and involve the public in the climate change planning process.
- Experience working in a collaborative work environment; demonstrated ability to maintain and foster positive working relationships with local, state, and federal agencies, government officials, community groups, and other agencies on a variety of land use and transportation planning coordination issues.
- Experience supporting the preparation and delivery of presentations and recommendations regarding various program elements to upper management, outside stakeholder agencies, and other audience.
- Strong writing skills and experience communicating technical information effectively, both orally and in writing; experience preparing clear and concise reports that present research results and recommendations.
- Experience supporting the development of scopes of work, budgets, and schedules; familiarity with effective project management techniques including monitoring consultants to ensure that projects are completed on time, within budget, and at a high-level of quality.
- Effective time management and organizational skills and the ability to prioritize multiple tasks in a fast-paced environment; ability to exercise good judgment and work independently.
- Demonstrated computer software proficiency using various programs from the Microsoft Office Suite and other PC-based applications; experience with GIS/spatial analysis is desirable.
- The selected candidate can anticipate a driving record check upon hire, and approximately annually thereafter. The results of the check may determine whether the selected candidate will be permitted to drive for SANDAG business.

This Limited-Term Regional Energy/Climate Planner position will be filled at the Planner I, II, or Associate level depending on qualifications and experience of the selected candidate. Positions at the Planner I and II level are considered entry-level with job duties primarily related to learning and supporting planning activities. At the Associate level, employees are expected to independently coordinate more complex planning functions.
The annual salary ranges are: Planner I – $45,741 to $76,113 per year; Planner II – $50,429 to $83,915 per year; Associate Planner – $55,598 to $92,516 per year.
