Resource Management and Planning is comprised of a group of diversified units with an overall mission to support UC San Diego’s faculty, students, and staff in advancing the University’s mission of instruction, research, health care and public service. This is accomplished through the implementation of University policies, the acquisition, effective management, and/or disposition of the financial, physical, and real property resources within its authority.

Campus Planning’s (a unit within VC-Resource Management and Planning) overarching mission is to prepare and advance campus land use plans so that the environmental quality, aesthetic value, and functional effectiveness of the university is safeguarded. Thus, charged to oversee the development and implementation of land use plans, Campus Planning provides a wide range of analyses and administrative services pertaining to the planning, approval processes and execution of projects, and, urban and open space planning and design.

Campus Planning plays a significant role in pre-planning efforts to support various customers across campus. Campus Planners participate collaboratively on teams geared to advance major development projects through an inclusive process and are responsible for maintaining an effective liaison between the UC San Diego Campus and the San Diego community regarding the campus’ physical development and the comprehensive user experience.

Community Planning is a unit within Campus Planning responsible for agency collaborations (governmental and non-governmental), processes, permitting and compliance, communication and collaboration with internal and external campus stakeholders including members of the public, local community groups and organizations, the City of San Diego, elected officials, their staffs, and agencies, such as SANDAG, Caltrans, the California Coastal Commission, etc. Also works closely with the California Coastal Commission, a regulatory state agency to procure and ensure compliance of coastal development permits for projects located on University property within the coastal zone.

The Community Planning function is responsible for coordination efforts related primarily to the physical development of the campus focusing on land use planning, housing, transportation, neighborhood and community relations, as well as relationships with governmental agencies related to such matters. Community Planners also identify and respond to issues of concern, develop and coordinate University positions on such issues, and communicate with external audiences and agencies.


Under the general direction of the UC San Diego Director of Campus Planning (DCP), with general work direction provided by the Assistant Director for Communications and Community Planning (ADCCP), the Senior Community Planner working in tandem with other Campus Planning units, namely Physical Planning, Capital Planning, Environmental Planning and Space Planning, provides professional planning services and management for a wide variety of projects relating to the physical development of all UC San Diego campus property.

The ADCCP and DCP direct some of UC San Diego’s more complex projects, which require interaction with senior administrators and officials on campus, UC system-wide, and across multiple state and local agencies, boards and councils. As such, this support position requires consistent use of independent judgment, tact, diplomacy and confidentiality.

The Senior Community Planner ensures clear communication in a land use planning context related to capital improvement projects, physical plans, environmental impact analyses and transportation and housing programs with both internal and external campus stakeholders. Works proactively as part of a larger project development team consisting of Design and Development Services, Capital Program Management, Facilities Management, Real Estate, UC Office of the President, Campus Legal Counsel, and outside consulting architects, engineers, environmental specialists, planners and other development professionals.

The incumbent will provide early input associated with agency requirements, develop coastal development permit applications to support the procurement of coastal development permits, and work on compliance associated with project coastal development permits. Interacts with agency staff such as the City of San Diego, Caltrans and SANDAG on projects that are in edge jurisdictions. Attends Community Group Meetings and Open Houses to help ensure transparent and clear communication on projects with all university stakeholders. Prepares and provides presentations to internal and external audiences associated with the campus transformative growth and its Long Range Development Plan (LRDP).

Provides guidance and advice to decision makers on matters important to the adjacent communities, local coastal process and planning issues germane to projects. Develops correspondence and writes reports, manages and directs consultants in the preparation of drawings, documents and technical studies required to support the coastal development permit process. Develops and enforces appropriate tools so that compliance is met for campus projects. Works closely with the Project Managers to ensure project construction start dates are met and manages realistic expectations.

The incumbent will use skills as a seasoned, experienced planning professional with a full understanding of industry practices and organization policies and procedures, and full range of planning skills and expertise. Resolves a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Under general direction, operates with considerable independence in concept planning, project definition and feasibility phases of major construction projects.

  • Bachelor Degree in Urban Planning, Urban Studies, Public Administration or related field(s), and progressively responsible professional community planning experience. Master’s Degree preferred.
  • Professional land use planning knowledge and professional experience in community planning, urban planning, environmental planning or related field(s). Knowledge of methodology and techniques that can be applied to the physical/campus planning process and work in a public setting.
  • Thorough working knowledge and skill in city planning, architecture, or other planning-related fields. Professional experience in land use and strategic planning. Knowledge of planning standards, concepts and criteria. Knowledge of comprehensive planning processes and methodologies.
  • Strong knowledge of environmental planning/principles and legal statutes/guidelines associated with the development of regulatory documents.
  • Experience in working with governmental and non-governmental agencies collaborating on physical development, project planning and construction projects. Examples include working with agencies such as the California Coastal Commission, City of San Diego, Caltrans, SANDAG, MTS, property owners, and others.
  • Demonstrated experience in the development of communication strategies, building and fostering positive relationships with internal and external constituents and stakeholders.
  • Proven experience in the identification of potential risks, recommendation of risk management and crisis management strategies. Ability to define problems and determine solutions and to recommend changes to improve systems.
  • Strong analytical skills. Experience analyzing and advising on long range planning, including the introduction of new programs/strategies and regulatory actions, knowledge of environmental planning/principles and legal statutes/guidelines associated with the development of regulatory documents.
  • Experience researching, drafting written communication and reports, and making recommendations in a clear and concise manner. Skills in the ability to outline and develop graphic presentations in the achievement of communication goals, including text and handouts.
  • Proficiency working in Microsoft Office suite applications.
  • Thorough knowledge of the organization, including its architectural history, short and long range development plans, infrastructure and current, ongoing and proposed design and construction plans. Ability to identify possible limitations to development due to coastal and environmental constraints.
  • Demonstrated experience speaking before groups of any size and the ability to explain planning concepts and solutions in a clear and concise manner. Strong organizational skills. Proven ability to maintain calm and order in all situations.
  • Excellent interpersonal skills including tact, diplomacy, flexibility and ability to communicate effectively with diverse populations such as administrators, faculty, staff, students, contractors, governmental representatives, consultants, legal counsel, and the public.

  • Must possess and maintain a current valid CA Driver’s license and must possess transportation to attend offsite meetings.
